Who Can See Initiatives and How Private Visibility Works

Who can see initiatives
- Administrators: Admins can see all initiatives and can open any initiative.
- Non-admin users: Visibility depends on whether an initiative is private.
- For private initiatives (marked with a lock icon): only the initiative creator and the designated responsible person can open and read the initiative.
- All other users will see a message stating "This initiative is private" and will only see the name of the responsible person.
